Contacting the Assessor and County Director Hotline
When emailing the Assessor and County Director Hotline (Assessor.hotline@tax.ny.gov) to update or inquire about a parcel’s STAR registration, be sure to include the SWIS Code and Parcel ID, so that we may locate the property.
Note: When submitting STAR report changes, please do not email the assessor hotline. Instead, follow the instructions on How to submit STAR report changes to submit your changes to assessor.report.feedback@tax.ny.gov.

Senior citizens exemption and RPSV4
If any of your taxing jurisdictions adopted the new senior citizens exemption (RPTL §467) sliding scale option #4 for the 2026 assessment roll year, the Upd Pgms, Sr. Cit & Low Inc Disabled Exemption program cannot be run when preparing your database for tentative assessment rolls. We’ve added a warning popup to notify users of this change.

RPSV4 update cost_2026 now available
The annual cost update is now available from the RPSV4 Updates page in the Online Assessment Community.
Replication users should run this update at both the remote and consolidated sites.

New STAR letters hitting mailboxes
We are mailing a new letter, the RP-5300-DNL, to impacted STAR exemption recipients. Recipients of this letter have not responded to previous letters requesting income to demonstrate their eligibility for the STAR exemption within the 45-day timeframe, and they will be denied the STAR exemption for their property.
Beginning this week, we are also mailing the RP-5300-WSC to impacted STAR credit recipients in certain school groups. We are not able to confirm they meet the income requirements for a STAR benefit based on the information we have on file. Recipients of this letter should follow the instructions to provide their income information using the Homeowner Benefit Portal or our online STAR Income Worksheet.
We are also continuing to mail the following to impacted STAR recipients across the state:
RP-5300-ENH: Recipients of this letter received a Basic STAR exemption or credit last year, and they are eligible for an Enhanced benefit in 2026. This letter is informational and confirms they are eligible for Enhanced and that they do not have to take any action to receive it.
RP-5300-RES: Recipients of this letter are not eligible for any STAR benefit for one of the following reasons related to residency:
- We are unable to confirm the property is the primary residence of any of the owners;
- They indicated that they are receiving a benefit for a primary residence in another state;
- Rental income reported on their income tax return indicates that the property may be occupied by a tenant and may not be the primary residence of any owners; or
- They registered to receive a STAR benefit for multiple properties as their primary residence.

Reminder: Manufactured home and co-op spreadsheets due May 8, except on Long Island
We encourage you to get started on your manufactured home and co-op spreadsheets. To get started, visit: Send the manufactured home and co-op spreadsheets to the Tax Department. The May 5 deadline applies to all municipalities except those in Nassau and Suffolk Counties, which have later assessment calendars.
Each spreadsheet has two tabs, one of which must be completed manually. You must complete both tabs of the spreadsheets. If we do not receive complete data from you, your residents may not receive their STAR credits, or they can become significantly delayed.
We need complete inventory for every park and co-op annually. Your data must include all manufactured home lots (including vacant and rented manufactured homes) and co-op units, not just those you deem STAR relevant.
