Final status of property tax-related legislation

In December, the Governor acted on several property tax-related bills as the legislature wrapped up the 2025 year. See the final updates by visiting 2025 property tax-related legislation

Note: Some of the bills signed into law also have an accompanying approval memo. We expect the Legislature to introduce chapter amendments for those bills early in the 2026 session.

To view the text of a bill, visit New York State Legislature. (To search, enter the bill number without the period, for example, X1234-x.)

The Summary of 2025 Real Property Tax Legislation is now available on our website.

We are in the process of updating exemption forms, assessor manuals, and RPS. We will make announcements as updates become available.

Reminder: New STAR in-person income reporting events

Impacted STAR exemption recipients across the state can attend an in-person income reporting event in the coming weeks. We recently scheduled three more events in:

  • Erie County,
  • Dutchess County,
  • Monroe County.

To find out when and where, view the schedule on our website.

We will add additional events as details become available.

At these events, Tax Department employees will help homeowners submit their income information and answer any other questions about the STAR program.

Homeowners may also submit their income information using the Homeowner Benefit Portal, our STAR Income Worksheet, or by contacting us at 518-457-2036.

If you are contacted by a property owner about the RP-5300-WSC or one of these events, please direct them to our STAR Resource Center featuring our new Respond to a STAR letter page.

You may also contact the Assessor and County Director Hotline by phone at 518-457-9053 or via email at Assessor.hotline@tax.ny.gov for additional assistance. Please remember, assessor hotline resources are for assessors and county directors and should not be shared with taxpayers.
