RPS Online frequently asked questions (FAQs)
Coming Fall 2025—the Real Property System Online (RPS Online), New York State’s first Web-based system for assessment administration.
Because RPS Online will be Web-based, will it be able to handle all municipalities performing similar functions at peak times?
Yes. We are developing RPS Online to handle statewide demands, including those at peak times. Additionally, we will continuously monitor RPS Online for performance.
Where will the data be located?
The New York State data center will house RPS Online and all its data.
Will you house all the data in one database?
Yes. We will house all the data in one database, but the data for each municipality will be accessible only to those with permissions.
How will I back up the data?
You will not need to maintain a backup file. New York State will routinely back up the data.
How can I share my feedback about RPS with the Tax Department?
The Tax Department is soliciting and collecting your feedback via surveys that we distribute in the Assessment Community Weekly. Survey results are then reported to the RPS Online Constituents Group, a group comprised solely of assessment community members. The Constituents Group reviews your feedback and makes recommendations to the project team accordingly. The project team is always interested in your feedback and also welcomes it via email. Will I be required to recollect my data to use RPS Online?.
No. RPS Online will not require new data collection. However, it will offer users new options to improve their data collection methodology by providing modern industry standards.
How many years of data will be available for each municipality in RPS Online?
At the time of conversion, RPS Online will include up to 7 years of data. We have not yet determined the maximum number of years that will be maintained following implementation.
Where will photos and documents be stored?
The New York State Data Center will house RPS Online and all its data, including any photos and documents that are uploaded to RPS Online.
Will the font in RPS Online be bigger than in RPSV4?
We are designing RPS Online to be responsive, which means it will adjust to any screen size (including a cell phone). It will adjust based on browser settings, like most modern websites.
What type of equipment will I need in my local government office?
You will need Internet access and a device (desktop, laptop, tablet) that can connect to the Internet.
What type of Internet connection will I need?
High speed internet access is recommended.
What computer monitor specifications do you recommend?
We are designing RPS Online to be responsive, which means it will adjust to any screen size (including a cell phone). It will adjust based on browser settings, like most current websites.
What web browsers are compatible?
Modern web browsers such as Microsoft Edge, Google Chrome, Apple Safari, or Mozilla Firefox are compatible. For more information, see Browser requirements and troubleshooting tips.
How will I access RPS Online?
You’ll log in to RPS Online from a New York State login webpage. You’ll access the login webpage using a Web browser, such as Microsoft Edge, Google Chrome, or Mozilla Firefox.
Will I have access to RPS Online 24 hours a day, seven days a week?
Yes, except for system maintenance windows, which will typically be during non-business hours. We will communicate scheduled maintenance in advance.
How will you manage security and user permissions?
There will be a two-step process to assign permissions to RPS Online. First, ORPTS will validate users requesting access. Then, local administrators will assign user permissions at the municipal and functional level, as well as by roll year.
Who will have access to the data for my municipality?
ORPTS will work with the municipality to validate who may access RPS Online. Then, your local administrator will assign user access permissions for your municipality (read-only, add/update, or no access).
Will you protect the data from hacking and breaches?
Yes. The Tax Department takes data security seriously and closely guards the data of tens of millions of taxpayers. We will use the same protocols to protect RPS Online data from intrusion.
Can I grant restricted access for a clerk?
Yes. Your local administrator will assign permissions for access to your municipality (read-only, add/update or no access). Local administrators can assign a user permission at the municipal and functional level for each roll year. For example, the administrator may grant a clerk in their town with read-only access to owner data for the current year only.
When I log in, can I see different municipalities?
You will see the municipalities you have been given access to. A local administrator can grant permissions to any RPS Online user for the municipalities they are an administrator for.
Can I access roll data beyond the current year?
A local administrator can grant you access to prior, current, or future roll years.
Can I view data from other municipalities in RPS Online?
A local administrator can grant permissions to any RPS Online user.
Will you convert and import final assessment roll data into the new system when a locality implements RPS Online?
At the time of conversion, the municipality will be required to upload their current RPSV4 database in the Online Assessment Community.
How many years of historical roll data can you convert and import into RPS Online?
When you move from RPSV4 to RPS Online, we will convert the current year's data and up to six years of historical data.
Is there a plan to convert non-RPSV4 users to RPS Online?
Yes. Contact your ORPTS customer service team for information.
Is there going to be any parallel operating time where both the online version and local version of RPS are active?
When planning for conversion to RPS Online, a detailed step-by-step review of the process will take place with the designated county/town/village representatives prior to commencing. As part of that conversation, it will be highly recommended that when conversion to RPS Online begins that all work ceases on the RPS database. With planning and the built-in pauses throughout the conversion process, any unintended consequences should be mitigated.
How will fixes and updates to RPS Online occur?
We will make periodic system updates and notify users on the RPS Online Dashboard.
Will there be customer service outside of the 9:00 am - 5:00 pm timeframe?
The assessment community will be asked to express their need (what is needed, are there specific times assessors are asking for expanded hours)?
Will I be able to have a local copy or backup of the database?
No. RPS Online utilizes a statewide database. Extracts will be available for analysis or data sharing needs outside of RPS Online.
Will I be able to save tax bill extract files to our local drive for tax processing?
Yes, RPS Online retains copies of reports, letters and extracts.
Will users be able to keep copies of assessment and tax rolls in PDF?
Yes, RPS Online retains copies of rolls. They are viewable and printable.
How is the state handling storage of images, storage space?
RPS Online's storage capacity will be monitored and addressed as needed.
Will I be able to import and export data?
Yes. You will be able to import data using standardized batch jobs. For extracts, we will provide a standard extract of data weekly using a Sterling account that users can use or share.
Will 5000 series exemptions codes be valid in RPS Online?
RPS Online supports three 5000 series exemption codes:
- 5000 RPS SYSTEM WHOLLY EX
- CONDO partial 339Y
- 5110 TAX INCM
These codes are available in RPS Online with certain conditions, for example, exemption code 5000 may only be applied on roll section 8 parcels.
Will RPS Online allow updates to an owner's contact information?
RPS Online provides the ability to update each owner's e-mail address and phone number.
Will I be able to use Salesnet extracts to upload property transfers?
Yes, RPS Online allows uploading Salesnet extracts.
Will my RPSV4 notes convert?
Yes, existing RPSV4 notes will be converted to RPS Online.
