Taxable status date is almost here, and we have several related announcements for you.

Guidelines for years when taxable status date (TSD) lands on a Sunday

In the occasional year when TSD lands on a Sunday, property owners have until the following Monday (March 2 in this case) to submit exemption applications. However, in relation to assessing property based on its condition and ownership as of TSD, the impact is the same regardless of the day of the week on which it lands.

In other words, although TSD on a Sunday impacts the due date for exemption applications, a property that suffered a catastrophic fire on March 2 would still be assessed based on its pre-fire condition (as of March 1) for 2020.

Requirements for transmitting IVP forms for data entry

If you’re submitting Form RP-425-IVP to us for data entry, please keep in mind these requirements:

  • Submit Form RP-425.5-IVP, Enhanced STAR IVP RP-425-IVP Transmittal Form with each batch of forms.
  • Don’t staple any of the documents you provide.
  • Enter the muni code on every IVP form in the For assessor’s use only section on the bottom of page 1.
  • The current IVP form is a two-page form with a revision date of 12/19. If you receive one or more of the previous one-page IVP form, include them in a separate batch with its own transmittal form.

IVP denial letters on their way to impacted property owners

Enhanced STAR IVP participants who are not eligible due to one of the following reasons will receive a letter from us:

  • Income greater than $88,050
  • Age under 65
  • Property not the primary residence

We are mailing the letters now so that property owners can respond before we issue STAR Eligibility Reports in early April.

Each letter includes specific instructions to challenge our determination.

If contacted by a property owner who receives a STAR denial letter, direct them to follow the instructions or call the telephone number on the letter (518-457-2036).
