Final solar and wind appraisal model for 2025 rolls now available

In accordance with RPTL § 575-b, the final 2025 discount rates and model for appraising solar and wind energy systems with a nameplate capacity equal to or greater than one megawatt are now on our website.

As many of you know, RPTL § 575-b was held to be unconstitutional in the recent court decision of Airey et. al. v. State of New York. That decision is now on appeal. 

Assessors seeking guidance regarding the Airey litigation and its relevance to the Tax Department’s 2025 valuation model should contact their municipal attorneys.

To get started, see the new User Guide. The notable changes to the 2025 model include:

  • Revenue forecasts, expense forecasts, and discount rates have been updated.
  • Wind capacity factors have been revised to reflect technology improvements over time.

Thank you to all who took the time to provide comments on the model.

Following a 60-day comment period, we reviewed all the comments received and adjusted the model appropriately. We plan to post responses to many of the public comments received in the coming days.

New Exemption Codes for 2024 legislation

We are providing the exemption codes below for users of software other than RPSV4:

  • Exemption for ocean rescue squad members in the Town of Southampton (RPTL 466-m): 4161_
  • Exemption for ocean rescue squad members in the Town of East Hampton (RPTL 466-n): 4162_
  • Exemption for vacant residential property improvements in the City of Norwich (RPTL 485-y): 44423
  • Exemption for capital improvements to residential buildings to reduce carbon emissions (RPTL 421-q): 4430_
  • Exemption for assessment relief for disasters (RPTL 467-n): 4440_
  • Homestead exemption in the Town of Southampton (unconsolidated law): 41873

We are in the process of adding the new exemptions to RPSV4, and we will let you know when the patch is ready.
