Q and A’s: Recent 467 change
Last week, we told you about the new income year requirements for the senior citizens exemption. That prompted some questions. While we update the webpage, handout, and application instructions, here are some q and a’s to clarify the change:
Q. Does the change regarding income years also apply to the exemption for persons with disabilities and limited incomes?
A. No. The law change only impacts the senior citizens exemption.
Q. For the 2022 seniors exemption, if a spouse passed away in 2021, can the surviving spouse submit the 2021 income tax return instead of 2020?
A. No. Unlike the Enhanced STAR exemption and credit, there is no surviving spouse provision for 467. If your taxable status date is before April 15, the senior must submit income for 2020.
Q. What is the purpose of the new law?
A. For your convenience, we are providing the bill text and the sponsor’s memo.
Move over MoveIt Ad Hoc
Tax Department employees are no longer using MoveIT Ad Hoc. In the upcoming weeks, ORPTS will launch a new Upload Files application in the Online Assessment Community.
In the meantime, you can use Aspera SendVault to transfer files to our staff. In order to transfer a file:
- Send an email to the ORPTS employee or mailbox to whom you wish to send the file.
- The individual or mailbox will respond via email with instructions to use Aspera SendVault.
- Follow the instructions in the SendVault Quick Start Guide (starting on page 3) to install the SendVault plug-in and transfer the file to the individual or mailbox.
Your conference questions
The Assessors and County Directors Association conferences are great opportunities for ORPTS to exchange information with attendees.
Below is one of the questions and answers that came up at the Assessors Association conference. Thanks to Queensbury Assessor Teri Ross for the question and to our Southern Region CRM, Christine Douglass, for the answer.
Q: Due to the law change, in 2022 we will no longer have STAR exemptions in our manufactured home parks. Will there still be a way to use the manufactured home worksheet in RPSV4?
A: There is a workaround in RPSV4 for this situation. RPSV4 allows user access from the Description window for parcels that are classified as mobile home parks (PCC 416). For instructions, see How to access the RPSV4 manufactured home worksheet when there are no STAR exemptions in the park.
