03/08/2021 Assessment Community Weekly

Two reminders:

  • IVP deadlines approaching. In early April, we will issue the first round of STAR eligibility reports for municipalities with May 1 tentative roll dates. To help ensure we have complete data for your municipality, please follow these deadlines:
  • County Directors: BAR training schedule. The 2021 BAR Training Schedule is now available. We publish this schedule to assist BAR members who are unable to attend training in their home county. If you have not provided your training date to us, or if you have changes to your date, email the appropriate person below:

2021 STAR and Property Tax Delinquency Program

We have updated STAR and Property Tax Delinquency to reflect changes to the program for 2021.

Next week, we will begin reaching out to most county directors to request lists of delinquent Basic STAR recipients. (For municipalities that issue school tax bills prior to September 1, we may have already reached out to the county director.)

Special franchise questions and answers

Q. Can ORPTS tell me which school district my special franchise property is in?
A. Unfortunately, ORPTS cannot help you with this. Special franchise is reported to us as bulk property that isn’t assigned to a school district or special districts. You should contact the company directly to identify which school districts are impacted in your municipality.

Q. What is the parcel identification number of my special franchise property?
A. The property in question is mass property, and mass property is treated as having no specific physical location for assessment purposes. The assessor may assign one or more parcel ID numbers for the special franchise property of each company as they see fit. The Tax Department has no role in the assignment of parcel ID numbers.

Final oil and gas unit of production values

The 2021 oil and gas unit of production values are final. There were no changes to the tentative values. For the details, see our Oil and Gas landing page.

Heads up: Change to Tax Department’s Online Services webpages

Most of you access the Online Assessment Community (OAC) via a bookmark or the assessor/director landing page. If that’s how you access the OAC, this change does not affect you.

However, if you access the OAC from one of the Tax Department’s Online Services webpages, the link to the OAC will not be there much longer. The Online Services link probably looked like this:

for assessors and county directors

We recommend bookmarking the assessor/director landing page to get access to all of your ORPTS content.

But if you prefer to browse, the Real Property landing page now has a direct link to the OAC as well.
