Two New Reports

The 2019-2020 Enacted State Budget authorized our department to provide you with two new reports that are described below. Both of the reports were requested by the local members of the Real Property Tax Administration Committee (RPTAC).

The reports are available in the Online Assessment Community. For now, the reports are available on the page where you also access the new IVP Tool Reports. To access the reports:

  1. Log into the Online Assessment Community.
  2. Select STAR Eligibility.
  3. Select IVP Tool and Other Reports.
  4. Choose a report title.
  5. Select the criteria for your report.
  6. Select Search.
  7. To download the tab-delimited data, select Download Report. After you save the report, you can import it into Excel.

Senior Income Limit Report

This report was requested by local assessors who were concerned that, as a result of the mandatory Enhanced STAR Income Verification Program, they would no longer be able to advise seniors that their income is below the limit for the senior citizens exemption.

The report lists seniors who received the Enhanced STAR exemption in 2019 and whose 2018 adjusted gross income may be below $37,400, which is the statutory maximum to receive the sliding scale senior citizens exemption.

Advisory only – The report is advisory in nature only. The seniors listed on the report are not automatically eligible for the senior citizens exemption. The definition of income for the exemption includes many more income sources than adjusted gross income. Seniors who are listed on this report would still need to apply with your office, submit the required income documentation, and demonstrate that they are eligible under the provisions of RPTL 467.

Optional for assessors – Assessors can choose whether or not to take action based on this report. If you decide to do so, you may wish to contact the seniors on the report who are not already receiving the senior citizens exemption to determine whether they are eligible for the exemption.

Partial income match field – If we were able to determine the income for all owners of the property, this field will be blank. If we were unable to determine the income for all owners, Partial will be displayed in the field.

Note: As you know, the income limits for the seniors exemption vary by taxing jurisdiction. Local governments do not report those limits to us. As such, the new report may not reflect your actual local limits.

Deceased Report

By law, this report is only available to county real property tax directors. However, the law authorizes directors to share the report with assessors, tax receivers and county treasurers.

The report lists properties where one of the owners has been reported as deceased on a New York State income tax return. The report reflects income tax returns filed on or after January 1, 2018.

This report is also advisory only in nature. By law, it reflects only property owners that were identified as deceased on New York State tax returns. You may have more accurate and comprehensive information available locally.

Note: The Resident owner type field will always be blank. This field will be removed in future iterations of the report.
