New ORPTS Electronic Communication Initiative
The 2019-2020 Enacted State Budget authorized ORPTS to communicate electronically—instead of via the United States Postal Service—with assessors, mayors, supervisors, and utility companies about certain products, including the following:
- equalization rates
- special franchise assessments
- railroad ceilings
- telecommunications ceilings
- class equalization rates
- class ratios (Nassau County and New York City only)
Assessors have the ability to opt out of electronic communication regarding those products for their municipalities.
We are sending letters to impacted parties. The letters include instructions to update your official email address.
Questions and answers about the new IVP Tool
Q. When entering a new Enhanced STAR recipient in the IVP Tool, if one of the property owners has an income below $0, what should the assessor enter in the Income Information section.
A. If a senior’s income is less than $0, enter $0 in the IVP Tool.
Q. If a senior who was receiving the Basic STAR exemption applies for Enhanced STAR but is not eligible, should the assessor enter their information into the IVP Tool?
A. No. Do not enter the data from Form RP-425-IVP into the IVP Tool or transmit the form to ORPTS for data entry. The property owner should reapply with the assessor in a future year if they become eligible. (Note: This is a change in instruction beginning with entries for the 2020 levy year.)
