During this timeframe, you will be unable to create, log in to, or complete any transactions in your Online Services account.
   
If you must file during this timeframe, you may file a paper form. If you must pay a bill, use our Quick Pay application, which does not require you to log in. If you received an income request letter (Form RP-5300-WSC), use our STAR Income Worksheet tool.

10/14/2025 Assessment Community Weekly

RPSV4 New Release

This release includes enhancements to do the following:

  • accommodate two new exemptions:
    • Exemption for Capital Improvements to Residential Buildings to Reduce Carbon Emissions (RPTL 421-q)
    • City of Norwich Vacant Residential Real Property Improvement Exemption (RPTL 485-y)
  • provide a new USDAS code: M12 Solar Farm
  • add a new unit code description: Kilowatts
  • fix for valuation (cost) that created an invalid error report on quality 3.1 or greater
  • fix an unload/reload error for Oneida County

To install the update, log in to the Online Assessment Community and select RPSV4 Updates in the menu. The user must install code release 2020.7314 & DB level 797.

Welcome new assessors and county real property tax directors

For questions about access to the Online Assessment Community, training and other topics, see our welcome page for new assessors and county directors.

To request an Online Assessment Community account or to add a municipality to your existing account, you must submit Form RP-5100Request for Secure Access. For details, see I need to request an account.

To ensure timely processing of your request, please bear in mind the following:

  • Make sure your form is complete and legible. Form RP-5100 is a PDF fill-in form. You can complete it electronically, save it, and email it to ORPTS.Secure.Access@tax.ny.gov.
  • Assessors and county directors: A copy of your official appointment notice must be on file with ORPTS before the request for access can be processed. See mail, email, and fax instructions
  • The request must be signed by the applicant. Local authorization from the assessor or county director is required for all staff.
  • To upgrade the current access of staff in an assessor or county director office, the assessor or county director must email a request to ORPTS.Secure.Access@tax.ny.gov.
  • To access STAR reports, county staff must submit written permission from the assessor of each municipality they are seeking access to. 

We process all requests in the order they are received. In general, you should expect that we will grant access within five to seven business days. The applicant will receive an email with instructions when the request has been processed.

Tips & reminders for access to the Online Assessment Community (OAC)

  • Microsoft Edge and Google Chrome are the preferred browsers.
  • Always access the Online Assessment Community directly from the Tax Department website. (Do not use browser bookmarks or favorites.)
  • Select Online Assessment Community log in located in the middle of the page (not the Log in button on the top-right of the page)
  • If you have trouble logging in, make sure you have cleared your browsing history, temporary files, cookies and/or cache and restart your browser, even if you’ve already done so recently. To learn how, see Browser requirements and troubleshooting tips.
