2025 Solar and Wind Appraisal Model
In accordance with RPTL § 575-b, the Department of Taxation and Finance is publishing its 2025 appraisal model and the discount rates that are to be used to assess solar and wind energy systems with a nameplate capacity equal to or greater than one megawatt. The final model will be published within the next several days.
As many of you know, RPTL § 575-b was held to be unconstitutional in the recent court decision of Airey et. al. v. State of New York. That decision is now on appeal.
Assessors seeking guidance regarding the Airey litigation and its relevance to the Tax Department’s 2025 valuation model should contact their municipal attorneys.
Notable changes to the 2025 model include:
- Revenue forecasts, expense forecasts, and discount rates have been updated.
- Wind capacity factors have been revised to reflect technology improvements over time.
Thank you to all who took the time to provide comments on the model.
Following a 60-day comment period, the Department reviewed all the comments received and adjusted the model appropriately. The Department plans to post responses to many of the public comments received in the coming days.
STAR reports 1, 2, and 3 now available
The first three STAR reports are now available in the Online Assessment Community.
Please use the reports to update your files before locking down your tentative rolls.

STAR letters hitting mailboxes
Form RP-425-PDL-BR is hitting mailboxes this week. We recently sent these property owners letters advising them to register for the Basic STAR exemption. They have not yet registered. By law, they are required to register so that we can verify their eligibility.
Property owners have 45 days from the date of the letter to register. Our goal is to ensure that every eligible homeowner receives a STAR benefit.
If you are contacted by a property owner about the letter, please direct them to register on our website or to call our STAR call center at 518-457-2036. Even if they are already receiving the Basic STAR exemption, they are required by state law to register with the Tax Department.
Reminder: Manufactured home and co-op spreadsheets due May 5, except on Long Island
We encourage you to get started on your manufactured home and co-op spreadsheets. To get started, follow these instructions. The May 5 deadline applies to all municipalities except those in Nassau and Suffolk Counties, which have later assessment calendars.
Each spreadsheet has two tabs, one of which must be completed manually. You must complete both tabs in the spreadsheet. If we do not receive complete data from you, your residents may not receive their STAR credits, or they can become significantly delayed.
We need complete inventory for every park and co-op annually. Your data must include all manufactured home lots (including vacant and rented manufactured homes) and co-op units, not just those you deem STAR relevant.
