Reminder: STAR exemption amounts and maximums

On Wednesday, April 12, we announced that the 2023 STAR exemption amounts and maximum savings are now available online statewide.

If you would like a pdf copy of the STAR exemption certificate, email orpts.star@tax.ny.gov.

Note for RPSV4 users: We will make the STAR maximum amounts available in RPSV4 in the future—well before the timeframe for preparing school tax bills.

Special franchise and telecommunications property questions and answers

We encourage you to consult the Procedures for Utility Company Assessment Roll Standardization (UCARS) for questions related to special franchise and telecommunications property. Below are some of the more common questions we receive and links to the relevant section of the procedures.

Q. What is the parcel identification number of my special franchise and telecommunications property?

A. Special franchise property is bulk property that does not have a parcel ID associated with it. See How do I create a pseudo-SBL for special franchise and telecommunications property below.

Q. Can ORPTS tell me which school district my special franchise and telecommunications property is in?

A. Unfortunately, ORPTS cannot help you with this. Special franchise is reported to us as bulk property that isn’t assigned to a school district or special districts. You should contact the company directly to identify which school districts are impacted in your municipality. See Section VI of the UCARS Procedures.

Q. How do I create a pseudo-SBL for special franchise and telecommunications property?

A. See Section III (SBL) of the UCARS Procedures.

A. By providing us with the information on the form, you will help us to ensure that utility companies are reporting all of their infrastructure.

Q. Who should submit the form?

A. In most municipalities, the city or town clerk completes and submits the form. We encourage clerks to work closely with assessors to complete the form.

Q. Does ORPTS use the information reported on the form for valuation?

A. ORPTS values utility infrastructure. By submitting the form, you help us to ensure that utility companies are reporting all of their infrastructure.

Q. Does ORPTS approve construction work on special franchise property?

A. ORPTS has no involvement in the approval of construction projects.
