Tentative Roll Corrections Report (Report #4) now available

Report #4 is now available in the Online Assessment Community for munis with a May 1 tentative roll date who provided their tentative roll files to ORPTS on a timely basis (by May 10).

The Tentative Roll Corrections Report indicates STAR changes that must be made prior to finalizing the final assessment roll. It includes the following:

  • disparities between the tentative assessment roll and Reports #1, 2, and 3
  • changes to our determination due to a taxpayer responding to our mailing
  • flags for parcels that have missing or incomplete IVP enrollments

The instructions provide all of the details.

New RPSV4 update

A new patch for V4 users is now available in the Online Assessment Community (OAC). Release 2020.3301 addresses the following

Allows manual deletion of STAR exemptions from property class code 416 parcels.

Fixes navigation of the assessment roll information fields.

Corrects printing of multiple comp sheets

Remedies error setting STAR type on manufactured home table.

After logging into the OAC and accepting the Security Contract, select RPSV4 Updates from the menu in the upper-left corner. The patch is under Maintenance releases for RPS2020.

Good news: State-owned land lists now available

ITS has resolved the issues with the taxable State-owned land (TSOL) and conservation easement lists. You can now review your lists; you no longer need to ignore the email notifications you receive.

Problem editing or closing an IVP enrollment?

We are in the process of doing system maintenance to prepare for the Homeowner Tax Rebate Credit program. As a result, you may experience issues in the IVP Tool when you attempt to edit or close an IVP enrollment. If you experience an issue, please wait two to three business days and then return to the work you were doing in the IVP Tool.

Many new bills added to our legislative tracking list

In the last days of the regular legislative session, the Senate and Assembly passed several more bills related to our field. See Current status of property tax-related legislation for the latest.

Bear in mind that the vast majority of bills on the list are yet to be delivered to the Governor. The Legislature will deliver them during the upcoming weeks and months. A bill is not enacted into law until (or unless) it is signed into law. Stay tuned, and keep an eye on the list for updates.

Reminder for county directors: Please send your second delinquency file to us by June 10

The second delinquency file should include those Basic STAR recipients who continue to have an outstanding delinquency of more than one year. Send the file to proptaxbills.datafiles@tax.ny.gov.

By submitting the file by June 10, you will enable ORPTS to publish the STAR Delinquency Report (Report #5).
