Welcome to two new members of the State Board of Real Property Tax Services
The State Board of Real Property Tax Services is a separate and independent body within the Department of Taxation and Finance. It is comprised of up to five members who are appointed by the Governor, with the advice and consent of the Senate. Recently, the Governor appointed two new members:
- David F. Moog, FIAO, was confirmed by the Senate on May 29, 2025.
- Robert A. Bick was confirmed by the Senate on June 10, 2025.

STAR letters going out to homeowners this month
We’re mailing the following impacted STAR recipients this week:
RP-5310-DLI: Our records indicate that the homeowner’s income is greater than the maximum income limit for the STAR credit. Recipients of this letter do not need to do anything unless they disagree with our income determination. See the text of the letter.
Reminder: STAR forms being removed from website
After the last 2025 taxable status date at the end of this month, the following STAR exemption forms will be removed from our website:
- Form RP-425-B, Application for Basic STAR Exemption
- Form RP-425-E, Application for Enhanced STAR Exemption
- Form RP-425-IVP, Supplement to Form RP-425-E
The 2025-2026 Enacted State Budget included several provisions to simplify the STAR program. Homeowners will no longer be required to submit an application to the assessor if they had an ownership change or if they aged into the Enhanced STAR exemption. ORPTS will notify assessors of Basic STAR recipients who become eligible for Enhanced STAR (rather than requiring seniors to apply to their assessors).
