Update regarding Basic STAR exemption removals

On June 16, we provided assessors with lists of property owners who were no longer eligible for the Basic STAR exemption because they had not registered with our department. In our email, we noted that we are continuing to work with homeowners who register after the deadline to help them keep their Basic STAR exemptions.

We have begun to email assessors with properties that were on the June 16 list and whose Basic STAR exemption should be restored. We expect that most assessors will receive at least one email including one or more restorations.

Keep your eyes open for an email with subject line: Restoration of STAR exemption [SWIS Code].

As always, we thank you for your assistance to ensure that eligible homeowners receive their STAR benefits. If you have questions about the email or list you received, email assessor.hotline@tax.ny.gov

Deadline to request advisory appraisals

If you’re conducting a reassessment, and you expect to request a utility advisory appraisal, the deadline to submit Form RP-7021, Utility Advisory Appraisal Request, is 270 days prior to your tentative roll date (by August 1 for localities using the standard assessment calendar). Please include a request for each year of a reassessment cycle.

Final roll date reminders

Many of you have reached another milestone in the assessment calendar. Within ten days of publishing your final roll, please make sure to fulfill the following provisions of RPTL 1590:

  • transmit your final roll to ORPTS, and
  • post the roll online and provide a link from your municipality’s homepage. If your city or town doesn’t have a website, you must arrange to have it posted on the county’s website.

New online income worksheet option

We've begun our annual mailing of letters and income worksheets to STAR recipients from whom we need additional information to determine eligibility. New this year, to expedite the process, recipients can use a new online income worksheet to provide their information. Of course, those who would prefer to do so, can also provide their information over the phone or on paper.

If you are contacted about the letter, direct the caller to call us at 518-457-2036.
