Reminder: April 8 deadline for State-owned land lists

Preliminary lists of 2022 taxable state land and taxable state conservation easements are now available in the Online Assessment Community for impacted municipalities. By April 8, please review all posted documents and follow the instructions to complete the lists. If you have questions, email orpts.statelandunit@tax.ny.gov or call (518) 457-7724.

New webpage: 2021 STAR credits and STAR exemption savings 

It’s not uncommon for homeowners to ask whether they would receive a larger benefit if they switched to the STAR credit from the STAR exemption.

Now, homeowners can compare the benefits at STAR credit and exemption savings amounts.

Bear in mind that we cannot provide actual 2022 STAR credit or exemption savings amounts prior to school districts issuing tax bills. This is because local school tax rates are necessary to calculate the credit and exemption savings, and the school tax rates are not calculated until shortly before school tax bills are issued. However, the webpage does include the update schedule, which varies for counties with atypical assessment calendar dates.

FYI: annual request for special franchise reports sent to municipal clerks

We are sending the below email to municipal clerks this week. Note that we encourage clerks to work closely with assessors to complete the form.

Please take a moment to complete Form RP-7114, Municipal Report of Special Franchise Activity, for the 2021 calendar year.

Use Form RP-7114 to report:

  • special franchise boundary changes,
  • new special franchise, and
  • construction in the public right of way.

We ask that all municipalities complete this form, even if there were no changes last year. If there were no changes, simply:

  • enter the name and SWIS code in Part 1,
  • select No in Part 2,
  • enter NA in Parts 3 and 4, and
  • ask your supervisor or mayor to complete Part 6.

By April 15, please return the form and any attachments to the mailing address, fax, or email on the form. If you have questions, email ORPTS.Utility.Reports@tax.ny.gov.

While municipal clerks are responsible to complete and submit the form, we encourage you to work closely with your assessor and submit one form per municipality.
