Improving New York State's Telecommunications Taxes: Final Report and Recommendations

The preliminary report issued in August 1996 illustrated the importance of the telecommunications industry to the State’s economic well-being.  Several issue areas were identified in the preliminary report as needing possible revision. These issues are analyzed in this final report.
