Real property appraisers (qualification standards) - Real Property Tax Law, § 1550; 9 NYCRR 189.12:

Classification levels below (or above) that of Real Property Appraiser are to be worked out locally with local civil service or personnel departments, using the Real Property Appraiser minimum qualification standards as a guide for fixing qualification standards below (and above) this classification level.

Our opinion has been requested concerning the establishing of job specifications for the position of appraisal technician.

Pursuant to section 1550 of the Real Property Tax Law, enacted to chapter 957 of the Laws of 1970, this Board established minimum qualification standards for certain positions in local assessment administration (9 NYCRR 189.12). In establishing minimum qualification standards for the position of Real Property Appraiser, it was noted that in larger jurisdictions there could be a need for subprofessionals (or higher level classes of Real Property Appraisers) such as appraisal technicians. Therefore, it was stated that classification levels below (or above) that of Real Property Appraiser are to be worked out locally with local civil service or personnel departments, using the Real Property Appraiser minimum qualification standards as a guide for fixing qualification standards below (and above) this classification level.

          The Municipal Services Division of the Department of Civil Service, in cooperation with this Board, has developed job specifications for certain positions in county real property tax service agencies for the use and guidance of municipal civil service agencies, which includes a job specification for Real Property Appraisal Technician.
