EVT Guidelines Overview

The EVT Guidelines are provided to assist State agencies and other authorized users of the EVT Contracts (hereafter collectively referred to as "agencies") in designing, developing and implementing electronic payment programs.  These guidelines have been developed specifically for agencies using the EVT Contracts with Key Merchant Services LLC and American Express. Agencies using other electronic payment processors, however, can benefit from the general payment processing concepts contained within these guidelines.

Each of the payment processing sections (Credit card and debit card) within these guidelines will contain the following elements:

  • general background information describing how the payments operate, including diagrams of the transaction flow,
  • specific information related to the services available through the EVT Contracts, and
  • elements which agency's will need to consider when designing their payment programs (these are identified as a Design Consideration and are located throughout these guidelines).

The EVT Guidelines are intended to supplement Key Merchant Services', American Express' and Discover's NYS Card Acceptance Guide.  These guides are available from the card acceptance guides page. Agencies should familiarize themselves with these card acceptance guides and refer to them during credit card processing.
