This website is administered by the Department of Taxation and Finance and designed to provide the motor carrier industry with a single point of contact to apply for, pay and receive credentials which enable a carrier to operate in accordance with applicable laws and regulations. The four credentials which you may apply for are 1) International Registration Plan (IRP), 2) Single State Registration System (SSRS), 3) International Fuel Tax Agreement (IFTA) and 4) Highway Use Tax (HUT). Each of these credentials may have different filing requirements.
In providing information on this site, New York's One Stop Credentialing and Registration (OSCAR) service has attempted to be as accurate as possible. Changes are made periodically to state and federal laws, rules and regulations and other materials. These changes may not be immediately reflected on this website. In no event shall OSCAR or the State of New York be liable for any errors or omissions with respect to any information on this site. If you find any errors or omissions, we encourage you to report them to OSCAR Customer Service.
By using this system you agree to these Terms and Conditions. In addition, by completing the enrollment process, you are certifying that you are authorized to submit information on behalf of the motor carrier. Furthermore, you agree to provide true, accurate, current and complete information.
Anyone with knowledge of your user Logon Id and/or password(s) can gain access to your account and/or credential information. Accordingly, all passwords must be kept secret. You agree to be solely responsible for the confidentiality and use of your password, as well as for any communications through this service. You are responsible for ensuring that your designated user is in fact authorized to access your account and/or credential information.
As a condition of use, you must immediately notify OSCAR Customer Service if you become aware of the loss or theft of your password or any unauthorized use of your password. OSCAR reserves the right to reset any passwords that may have been compromised.
The State of New York reserves the right, in its sole discretion and at any time, to terminate your access to this service without liability to you or any third party. In addition, access to the site may be monitored by the State.
Actual or attempted unauthorized use of this service may result in criminal and/or civil prosecution. For your protection, the State reserves the right to view, monitor and record activity of use of this service without notice or permission from you.
The State of New York may discontinue, edit, delete or change any aspect of this service, including, but not limited to (a) restricting availability times, (b) restricting compatibility with certain computer software or hardware, (c) restricting amounts of use permitted, and (d) restricting, suspending or terminating any user's right to use this service at the State's sole discretion and without prior notice or liability.
You agree that you will not use this service for any unlawful purpose.
The State of New York will not be responsible for any loss resulting from use over which it does not have direct control, including, but not limited to, failure of electronic or mechanical equipment or communication lines, telephone or other interconnect problems, computer viruses, unauthorized access, theft, operator errors, severe weather, earthquakes or other natural disasters.
This agreement will be interpreted and enforced in accordance with the laws of the State of New York.
